You never should hand feed a puppy unless the mother is not caring for it. Just because it is small doesn't mean you needed to take it away from the mother. The more the mother nurses the puppy, the more loving they get towards them. By you removing the puppy from the mother to feed it, you are preventing the bond, thus encouraging the mother not to care for this puppy.

Instead, what you should do is try to help the puppy latch on. Put the puppy up to a nipple and see if it takes. If it doesn't, open the puppies mouth and place it on the nipple. Hold it there until its suckle becomes stronger.

The first few weeks of a puppy's life is critical and they should be with the mom as much as possible and not be removed.

My dog just had litter of 9 puppies November 29th. She only has 8 nipples for 9 puppies, but I have never had to bottle feed any of them.
One puppy had trouble latching on at first, but when I did the above they finally started, and all are big and healthy.
