Maybe its time to get a second opinion. May not emotional but a physical reason for this behavior

Try shutting his water off at 7 PM or earlier. Take him out before bed time and make sure he walks around enough to stimulate elimination.

Has his blood sugar been checked? Excessive thirst and urination can be a sign of diabetes.

Is the only problem that you are encountering at night is his need to relieve himself every two hours? Do you pick up his water dish by 6 or 7 p.m. and walk him right before you go to bed? If you pick up his dish, walk him late, he still has an urgent need to go, and this is the only reason he is up and about all night, I definitely agree with dnm, it is time for a second opinion. Something physical is going on.

If there is more to it, such as his running around and wanting attention, is he getting enough exercise during the day to tire him out completely? Do you cave in to his attention all the time, or do you ignore him and play with him when you decide it is time for play?

P.S. labman, didn't see your post while I was writing this.
