    Lightning.
Is it possible that there could be a region with constant lightning? If so, what meteorological and geographical conditions must be met to achieve this effect?

Lightning is not concentrated to one region.. The most lightning strikes actually happen in the deserts of Africa and Australia.. electrical storms as they call it.. little to no rain. The lightning strike in the USA top #1 is Florida. Constant thunderstorms and golfers.
