go to court and get a court ordered visitation and if they don't obey it, take them back to court, untill there is a court order in place there is little they can do

write it on a napkin if you want, you can be great buddies, so you don't fight when you get the judge to sign the orders. So you don't want to get any formal court orders that can be inforced,
A notary only shows it was you that signed, it does not make the document any more "legal"

It should be obvious at this point that your friend's (former) wife is going to be poison; "currently going through divorce" means your friend needs his own lawyer very badly. Please advise him to get legal advice from an attorney other than his wife's lawyer.
