Get into Control Panel and locate "Regional and Language Options". Click the "Advanced" tab. I assume that English is your primary language. Make it is listed as such.

Under the Languages tab, click the "Details Button". Under "Settings", you should see the installed keyboards. If you don't use French, and if it's listed there, remove it from the possible services.

Under the "Language Bar" button, you can also check boxes showing the language bar on the desktop (it normally appears next to the system tray at the bottom right of the screen), and you can have it show additional languages. If it switches again (I've honestly never heard of this happening), you can switch it back fairly easily.
