She has a boyfreind but i have never felt stronger about her

Hey Matt here, i have a small problem ive known this girl for about 4 and a half years and i have always had something for her. she also did a couple of years ago but i was with someone and it didnt work out. She is now with someone else but i have never felt stronger for her than i do now, and we flirt all the time. I dont know what i should do, whether or not to just tell her exactly how i feel , or keep waiting for her...i know her relationship is not going well and it seems she isnt happy unless she is talking to me ( this is what her best frien told me) help me out. Thanks

Any girl you're ever interested in you follow the same simple process. Let them know you're interested in doing something with them sometime WHEN THEY'RE SINGLE and free to date others.
