If I have a felony on my record can I get a passport?

Hello,
My name is Polly. I have a friend who doesn't have access to the web. He was convicted of a felony. He wants to know if he can get a passport since he has finished his sentence but a retrial is pending?

If a retrial is pending it would not be a good idea for him to leave the country right now.

The answer to your question is Yes, a person with a felony can get a passport. However... firstly, with a retrial pending, I agree with twinkiedooter that it might not be a good idea to leave the country, for whatever reason. Also, depending on the charges, some countries may not let you in (ie Canada and drug convictions)
