My friend is a sex offender and he has a 10 year old son can he live with his son if he is considered a sex offender?

Depends on the Laws in that state. Did the sexual offense involve a child? That will have a lot to do with it

What level and what did the Court tell him about registering and what the "rules" are?

The laws very greatly by state. So first what level of offender is he. Next what is the exact wording of the court orders on him.
Without knowing the judges order no one can tell you.

Depends on the State and how the registry is prepared (and possibly posted).
