probation transfer from state to state

probation transfer from state to state

my boyfriend had a case in the state of new jersey in which he received probation. He also had a probation in NYC because of a previous case. Because he lives in New York he transfered his NJ probation to NY. Apparently this transfer never happened because he received a letter in July stating that he has violated his probation in NJ. He doesnt understand how this could be possible if he fulfilled his probation in NY. Either way, he wants to know what should be his next step. he doesnt want to turn himself in without knowing what he's facing?
