Are convicted felons elible for passports in the state of Florida?

Hold on, go to the Govt website, read if a convicted felon can get a passport, I did, here's what I found and I quote "That is entirely up to the discretion of the Passport Agency"

excon agrees: Here's a greenie, Richard The question was are they eligible, and they certainly are. Felons are NOT barred from a passport.

Someone just pointed out their opinion that felons are eligible for a passport. I dont know how one can answer definetly (that one can obtain a passport), seems to me from the the Govt's own website, ("frequently asked questions") and the answer given, that it's up the the discretion of the passport agency. Certainly you can apply but your question was "are felons eligible", so guess we need to ask did you mean eligible to apply or eligible to be granted a passport?
