It's the feds who hold the key your gun ownership rights, so it's the feds who you need to appeal to. It's certainly possible for it to happen, but it's not going to be easy or cheap. You're going to need an attorney who practices before them.

If you are a felon gun ownership is not going to be granted again in a big hurry. Get an attorney to handle this for you if you really, really have to own a gun.
