I couldn't find anything specific on your situation. However, the information here:
Oklahoma Megan's Law Information - Sex Offender Registry seems to indicate that sex offenders can be around their own children. " The offender is exempt, with limitations for a reasonable amount of time to complete such tasks, if the offender is the custodial parent or legal guardian of a child enrolled as a student at the school or child care facility," This would seem to indicate that an offender could be around their own children.

However the level of sex offense could have a bearing. The linked site has a contact point for the state Registry Unit. So I would suggest that you contact them and see if they can give you specific info or refer you to someone who can.

Or you can just go to court to get a restraining order. In this situation you might be even able to get his rights terminated.

Also, you say your mother has your children? Do you mean she has custody of them? If so why don't you have custody? If your mother just watches the children while you work, why haven't you told her not to leave them alone with him?
