first time offenders program louisiana

I have a son serving time in the Jonesboro, LA Correction Center as a first time offender. He received five years for forgery. This is the break-down; Charged on 2/19/10, Signed for probation on 3/10/10, Warrant issued 8/23/10, Probation provoked on 7/20/11. Does he qualify for this new law for first time offenders?
