| Legally, only the government or a private company HR that has a requirement for a national security clearance. For example, if you went to work for a company that was making a bomb component for the military, working there may require a governement security clearance, so all of those people involved in getting you that clearance will have access to that record.
And there are some people that can, that should not, for example in GA and TN, the people at the county court house where you get your license and tags, have access to the NCIC system. ( and to be honest I don't know why)
But as excon and mentioned many times in the past, in todays internet age, there are all sorts of public records, that have gotten on a computer page on the internet, And once on the internet, it may be found at some point and time if you know how to search. There are even achieved records of varoius web sites from years and years ago, sites long ago deleted or closed.
So if a person was wanting to find something, and had the time and the money, records can always be found somewhere. |
