It's basically a fine imposed as part of a punishment for commiting a crime and most likely goes towards paying for salary and equipment for the police force... why do you ask?

Bail money is returned after the person shows up to trial or court.

It is money the court holds to insure that a person will show up.

If you pay money to a bail bondsment, they change a fee to do your bond, in thier case the fee is thier money to keep.

It guarantees you'll show up for the Court proceedings. If you don't the money can be forfeited.

Bail can be paid, primarily, in three ways: Pony up the full amount in cash (checks and VISA may also be accepted). Conversely, you can enroll the services of a bail bondsman. A bail bondsman will pay your entire bail, but you’ll give up a premium – usually around 10 percent, which isn’t refundable. Finally, in some other instances, you can simply deposit with the court personal property worth the amount of bail.
