Bullied and afraid woman.

]My neighbor has bullied me,and has vandalised my car.
Landlord will not help and ignores my calls.
Cant afford to move.I am afraid if I file a police report that he will retaliate harder against me.He has never spoken to me.

Do any other neighbors have a problem with him?
Can you ask them to help keep an eye on things if he tries to start trouble.
Even when you call the police they often will not do anything about it unless you have PROOF he did it. Sometimes they even say THEY have to catch him doing something.

Your best bet for now is filing a report to the police that you are having problems with him and that you do not want them to talk to him about it because you are afraid of him retaliating. Then get a video recorder to catch him in the act.

You should file a police report to start a "paper trail". Bullies only succeed through intimidation, so intimidate him back...File a report for each incident. Once reports are filed, anything comes right back to the bully. There must be a "paper trail" for possible future action. The bully uses your own fear against you. Good luck...

Keep a record of all incidences, times,dates, take some pictures if possible .
Collate it all together for future evidence against them.
When the time is right present it to the police as proof of each offence against you, they will have to take action.

If possible try and move, for now though ignore them, better still , stay with some friends for a while until things cool down.
