Your parents can put you on as an authorized user on THEIR credit card or you can get one if an adult will co-sign with you.
So technically yes, you can get a credit card if an adult assists you and takes responsibility for it, otherwise, no you cant.
The reason you cant get a credit card without an adult is because since you are under 18, no one can enforce a contract that you make (unless it is for necessities)
In most areas a minor cannot enter into a contract. Since getting a credit card involves siging a contract, that would prevent it. But, as Forest said, your parents can add you as an authorized signer on one of their cards.
