Debt collection

If a debt from yr 2000 was charged off and the debt was passed on to a 3rd party collection agency AFTER the charge off (years after) is this a valid debt?
I received a letter from this agency out of the blue and 10 years after the initial collections agency so I called and they informed me that they will place the debt on my credit record as a new delinquency if I dont pay so I paid a settlement amount but after I gave them my credit card info. I thought that once a charge off has occured that debt is lno longer valid. Can a company re-open the account and place a brand new delinquecy account on ones credit record? If I had NOT paid it would it have made any difference at all as far as my credit score or past/present record is concerned? Also, the bill was originally incurred in 1998. Please help. I called thet agency minutes after I paid the debt in attempt to cancel the payment until I further researched the issue and they refused to give refund my money. I have other recent debts that need to be paid before an archived debt is paid. Another problem is that I have cleaned up all my old debt and worked very hard to earn a good score and this is now resurfacing and will affect my new good credit report.
