credit bureau inquiries

I live in Ontario and have recently looked at my credit file.I had some old loans i couldnt pay that are all past the sol.There is no listing of any of them on my file but i did notice that under inquiries there is one in 2004 by collectcorp.Who i have read that they changed their name to portfolio management now.They have been calling and mailing me and i made a complaint and they have stopped calling but still send mail.I know all about them and their using lies and tricks to get people to send them some money to get the loans reinstated.It looks like they bought my old loan in 2004.My question is ,can they legally look at my file even though the loan at the time was 10 years old and past the sol and they sure didnt have my permision.
