Company in NJ, H1 Employee in chicago, state tax

My company is in New Jersey. It is a consulting firm. I have few employee who are in H1B status. One of my H1B employee left New Jersey and settle in chicago and bought his primary residence. All his state tax so far was withheld for NJ. Now after his move to chicago, How do I withheld IL tax from his payroll since we don't have this firm registered in IL.
How does the process work? is there an alternative? What if I withheld NJ state tax and the employee when filing the tax return file for both the state and the tax withheld in NJ can compensate the tax owed in IL.
