I have a pool with a vinyl liner and would like to anchor the outdoor chairs and table furniture down. How do I do this on cement we get alt of wind and I do not want the furniture to blow into the pool with a vinyl liner?

You can try Tapcon concrete screws. Drill into the concrete w/ the properly sized bit (will tell you on the packaging) Try fastening a D-ring to the concrete and then maybe use a dog type leash around the furniture legs then
Clip it to the d-ring.Then all you had to do is un-leash your furniture when you need to move it.
