What are you referring to by "loading bar"? If you mean the tool bar along the bottom, try moving your cursor to the very bottom of your screen and see if it pops up. There is an "Auto-hide" option that can be set or unset by right clicking on an empty space in the tool bar.
What the auo=hide does is to hide the tool bar until you move the cursor to the very bottom of the screen.
