Monitor fails to detect signal

Hi Everybody,
i seem to have a problem with my computer which i built in 1/2008. Everything was fine until yesterday. my Monitor after loading window receives no signal which result in a blank screen. The only way i know how to enter my desktop is pressing F8 at the beginning of load up and choosing the option "Enable VGA Mode". After my desktop starts up the resolution is small and the color quality is at low.
current display settings:

ViewSonic VG2230wm SERIES on Radeon X1650 Series
Screen Resoution - 600 by 480 pixels
Color quality - low (8bit)

When trying to change my resolution or color quality, the screen would go blank and the message appears saying the monitor does not detect a signal. Also i had another graphics card before this which is the PNY GeForce 7600 GS DDR 2 512 PCI-E but i stop using that like about 2 weeks ago.

One more thing that did happened is a message would pop up when my desktop load up i get a message "The Catalyst Control Center is not supported by the driver version of your
enabled graphics adapter.Please upgrade your ATI Graphics driver or enable your ATI Adapter using The Displays Manager." so i went to the AMD site and downloaded Catalyst Control Center(CCC) 8.2 and now when i click on CCC nothing appears or happen but i don't get the message anymore.

Sounds like you new display adapter isn't compatible with your system or needs new drivers.

When you tap F8 you are entering SAFE MODE which explains the fuzzy screen--

this is where most people should go to run to run VIRUS SCANS & DEFRAG...

The SAFE MODE with NETWORKING is useful for running ONLINE VIRUS SCANS

Download the latest drivers but don't install them.
Uninstall any drivers left over from your old video card.
Uninstall any drivers from your current card.
Use a program like driver sweeper to make sure everything is removed.
Reboot, when the system detects your new hardware cancel out.
Install the drivers you just downloaded and reboot if necessary.
