Framedyn.dll

When I try to open Spybot i get this message "This application failed to start because framedyn.dll was not found .............."
Spybot then opens.
I also get this when I try to use system restore.
What is this and how can I fix it.

I had exactly the same issue and found it was due to Roxio rewriting the environmetal variables for this file.
On further investigation I found that it isn't needed for the correct functionality of either of these programs.
The only sure fire way to resolve this issue is a rebuild.
