Is international silver company sterling silver or just plated?

I have two old square trays about five inches square i believe from the pitsburg rail road company. they were made by the international silver company and the only markings on them are (968) not (925) and the only thing it says is silver soldered? does anyone know about the international silver company or have an idea how old these pieces are?
