1861 florida $2 bill?

While sifting through papers from an estate I came across a $2.00 paper bill from the State of Florida. It has a place to write a # at the top (looks like 8905), a picture of Geo. Washington in the lower left corner and a picture of a seated woman on right side of bill. No printing on the back. Says "Receivable as two dollars by the State of Florida in payment of taxes and other Public dues. Tallahassee Dec. 6, 1861. I can't read the signature on the lower left, bottom has damage but can read "Hoyer_______ond, Va. It is signed on lower right by the governor, John Milton. At the upper left and right corners I can see two signatures but can not read them. It is not in the greatest of condition, creased and some tears. Do you think it is legitimate, and if so, does it have any value other than as a curiosity?
