what should I do?

I have an 11 yrs old daughter. Her father has never been around for her. He used to pay his child support up in till June 2004. Even before then he was never really around. He would just call and check on her. He has 3 other children (4 incl her) who are his bio children. I just found out he adopted this current wife children (2)also. I havent told my daughter that he also adopted them children. She is always talking about him that he is never around for her, but he is for all the rest and plus the step-children. Over the summer I took her to Mexico for vacation. He refused to sign the release or his current wife refused. Im not sure. Does not sound like something he would do on his own. since he has always tried to call and check on her in years past. I would like for him to give up his parental rights to her. So that we can do as we please (travel, school and medical) with having to contact him. HELP me, please?

Well, do you have sole custody or joint custody? Is the child support set up through the court? If so, you should be able to contact them on the lack of payment.
