Is there ANY Court Order in place and, if so, what EXACTLY does it say about visitation.

Check with the local Court system - ask if any free or reduced cost legal representation is available in this type of situation.

If there is NO Court Order in place he can simply file for visitation and does not need an Attorney.

How long has it been since he has seen his children and does he pay support?
