my partners sons mother doesnt really see him apart from when she wants to and we are

getting fed up of him getting upset, when she does have him she has him for an hour or so and complains that hes doing her head in and so we pick him up and he gets upset coz he wants to see her but then we find out that she is always out getting drunk with her friends but she tells us that she is ill or got something wrong with her, my partner wants to get a residency order but doesnt know where he stands can someone please help us as we are getting sick and tired of him getting upset all the time, we have a rota but she dont stick to it
