small white bits on base of penis head

hi,

i am a 14 year old boy and i tend to masturbate 4-5 times a week.

i have noticed on the base of my penis head these small white bits that are attached. they don't seem to rub off and they are only attached at one end.

they seem to go all the way around the top of the penis head.

any help would be nice as it is quite worrying me...

It sounds like a minor skin irritation, possibly from detergent or a brand of soap that you're using. Switch to dove soap and if you still have it in a weak, feel pain, or if it gets worse than visit a doctor.
