I'm 15 and soon to be 16 and my Penis is very small.
In the showers at school all my mates' penis' are larger and thicker than mine and mine is uncut, and theres are all cut :S
When I jerk off, I cant pull the skin right back.

Size shouldn't matter so much. The only real problem I think you might have is a condition called phimosis where the foreskin does not retract fully. If it's causing your distress or pain, talk to your dad about it and go see a doctor, they may give you exercises to help it stretch and work correctly or they may look into possible circumcision if it's very bad.
