no, many can not be traced at all,

you can get a court order to find the number calling you, if it is not a pre paid cell phone, they can find who has the account, But if it is a prepaid, there is no way to trace it what so ever

You can trace call but only through a service provider.

I was told through a P.I. (private investigator) that if you can get her cell phone that someone can pretty much trace down everything that the phone has done. But it might depend on the type of cell phone your wife has. P.I.'s seem to know how to get a lot of information, it would be worth a call.
