Cell Phone Records
I am trying to obtain cell phone records specifically numbers dialed and received from
a particular cell phone. Is there a company or site that does this? What do I do?

Usually you would obtain call history from the cell phone company in general. However its not open records to anyone you would need to be a user on the account.
