HELP! My b/f's cat is mental

Most couples fight over money problems, we argue over Morris (the cat). My fiance' 10 yrs ago lost his wife to cancer. He needed something so went out and got 2 beautiful female grey cats. Shortly thereafter he adopted a stray (Morris). Of course over the years we love our animals and I understand that part. Morris does have a mental problem according to the vet and perscribed
phenobarb for him. That would be great but he couldnt get Morris to take it so he just never bothered. This cat terrorizes the other two. Morris rules the house. Morris also bites the hand that feeds him. John taught Morris how to beg like a dog would. Even as far as two front paws on the kitchen table. He finds it cute and I think its horrible. Morris was a stray for the first year of his life but 9 yrs later he runs at the thought or smell of food like he's never eaten before. He's fed twice a day and is fatter than you could imagine. I'm training John NOT to feed Morris other than his meals but Morris is a chore. He's determined to get his way. I use to use a water bottle and say "NO" but that was just wetting the floor so I change to a bottled air. He runs and hisses at me. I can go on and on but I think you get the picture here..I realize Morris was here first but I rule NOT HIM...How do I make that work??? STRESSED OUT
