Wipers won't work

I have a 2004 Ram 1500 and the wipers started acting up. They seem to only work only on "dry" days.Every night we get a little snow they don't work,but when it drys up they seem to work fine.I've checked the fuse and 2 relays. perhaps a "ground" problem?

try banging on the wiper motor when it acts up. If it starts working, you need a new wiper motor.

There could also be an intermittent open internally in the integrated power module.
Pinpoint diagnosis will be required during the component failure.
