Windshield wiper problem with 1988 Mercury Grand Marquis

Hi, I have a 1988 Mercury Grand Marquis whose windshield wipers don't work.I gather that the first step in fixing this problem is to find out what's causing it. Step #1 would be to locate the fuse box and check to see if it is a bad fuse. I need to know exactly where the fuse box is and how do I know which fuse deals with the wipers. Are they labelled? Once I know that I can check to see if the fuse is good by doing....What?

In the insrtument panel fuse block (located under the steering colunm), there is a thirty (30) amp fuse that protects the circuit. Even if the fuse is open, the feed side of the fuse will be hot only when the key is on or in ACC, but power is only supplied to the Wiper Control Module with the wiper switch is either in Wash, INT, LO, or HI. Fuses can be inspected by functional operation, or visually by removing the fuse and then to verify the element is intact. With the key on, switch set to wipe, manipulate (wiggle) the wiper arm to see if the mechanism has become bound up. If it doesn't free up quickly: STOP.
