where is the fuel filter

i've been trying to fix my car, but no gas is getting to the engine. everybody is tellin me they can here the fuel pump turn on so im thinking it's the fuel filter or one of the fuel wires or cloged.. CAn any one help me... The car sounds like it's gonna turn over any second but wont i chanded the sparkplugs, spark plug wires, distributer cap, and some little sircle thing that goes in the distributer cap sorry i don't remember wut it was called, and i also changed the battery. All the belts are ok.. SO ANY ONE HAVE ANY ANSWERS TO HELP ME PLEASE? oh sorry and the car is a 1991 4 door honda accord EX 4 cyl

It's on the passenger side firewall. Here's what it looks like and costs:
