What causes idle surge on a 1993 Dodge Colt?

The Idle speed on my 1993 Dodge Colt 1.5 liter fuel injected engine with 5-speed transmission surges up and down when the engine is cold. un-plugging the Throttle Position Sensor aleviates the surge, but causes high idle speed and very poor performance. The car hesitates and stalls fairly often on take-off, and has a heavy smell of raw fuel as if it is flooding. I have checked the resistance of the TPS, and it is low in the closed throttle position, but works smoothly with no bad spots through the throttle range. I have checked the catalytic converter to see if it was stopped up, and it is fine. The computer reports no faults. Any ideas?
