torque converter clutch stuck on

I have a Chevrolet Venture and it failed emissions because the torque converter clutch is stuck on. Does anybody know how to fix this?

Stuck on?? That usually results in stalling. Do you mean stuck "off?"
You may also have a check engine light on as well, yes?
If you do, you will need to have it diagnosed to see if the fault is a solenoid, the harness, or the Powertrain Control Module (PCM).

Who made the diagnosis that your TCC is the problem? Did you take it to an actual mechanic or did you take it to AutoZone?
