Temperature control

Hi there Guys

Can somebody assist me in this matter concerning the temp.fan controls
inside the car.It the fan only works on the highest setting. How do I
fix it so it can work on all setting.We sometimes just want the temperature
to rise a littlebit but the fan doesnt work the first three of four settings.

Can anybody help me in this regard please.
