If you are positive the ICM, coil, fuses, and CEL are good, I would focus on the distributor housing--internal sensors may be bad. I would only buy a genuine Honda distributor housing and install the old ICM and coil.

Does your CEL come on and go off after 2 seconds, when the ignition switch is turned to Position II? Do you hear the main relay click and the fuel pump run, during this 2 second interval? Be sure to test all under-dash fuses with a test light or multimeter, particularly the ACG (S) (ALT) fuse. Have you checked the ignition switch?

Tell me what you've done. Are the ICM and coil new, as well as the distributor housing?
