Slow wipers

1991, F150, 5.0, XLT, automatic. There is about a 6 sec delay between swipes on the normal speed setting which seems to be quite long especially during a down pour. The wipers are intermittent style, and the control/switch is mounted on the lower left dash panel and I am refering to the fastest speed setting. I think that would be the normal setting, I don't know. I believe it could be the switch, because when I depress the switch to eject washer fluid, the fluid comes out but the wiper will not start. I have to start them manually. If it is the switch, how do I remove it, and are there any diagrams available. Any suggestions please. Thank you
