problems with ford F150 95 pickup sputtering 15-20 seconds after it has started

Need help. My pickup runs fine except when I first start it or when I have shut it off and try to restart it. It starts fine but 15-20 seconds after it has started and come back to normal idle it starts to chug and idle poorly. This lasts for about 20 seconds then it comes back to normal idle and runs fine. If I jump in it, start it up and take off for a couple of minutes, then it will do the same thing again. I have two fuel tanks and it does the same with both of them so I don't think its the fuel pumps, I have a new fuel filter, air filter and the injectors have been cleaned. The check engine light is not on. I don't know what's wrong. If it had a carb on it I would say the choke was sticking, because that's how it behaves, but it has fuel injection.

. Ensure spark plugs, wires, distributor cap, and rotor are in good shape.
. Test/replace the Ignition Control Module. Here's what it looks like:
