I.O.D fuse

How do I pull a I.O.D fuse out of a 2001 Dodge 2500 pickup truck? There is a plastic thing covering the fuse. It will let me pull the fuse out so far but not enough to change the fuse.
Thanks for any help you can give.

IOD removal,.. Pull the locking black portion out, and then with a small screw driver, pry the top portion loose from the right side. You'll see 2 little locking snaps on the side and it will swing open like a little door. Hope this helps..
