nox reading high

I have a 1988 Saab 900 turbo,,i live in california and took it for a smog check and didn't pass because the nox readings were high ,the HC and CO were fine.I replaced the cat. converter and O2 sensor and it still didn't pass.I only found the turbo unit leaking oil into the induction system.Could this be the problem? . Please reply .Thank you . ???
