location of the computer fuse on a 95 chevy s-10

my OBDII keeps coming up with linking error and the book said to check the DLC fuse. Well I checked all the fuses in the fuse panel but no luck. Thought maybe it might be a inline or under the hood??????

Here's a link with a diagram and location:

This identifies the location as "below steering column, to the left."
