Kia Sephia 2000 fuel pump does not start when ignition is on

The car takes 3-4 long-tries to start. It works fine after started. I have found that the fuel pump does not have the usual 2-second working sound when the key turns to "on" position. I checked the pump input wires and did not detect a voltage so I guess the pump does not start because no power is sent to the pump. I then checked the relay, the fuse and the connection between the relay-fuse and pump and found all are works and in good condition. I can detect the 12-V voltage on the relay output side and fuse when the key is in "on". However, I can not detect the voltage on the pump side. I guess the problem is the connection between the fuse, relay and pump. To my surprise, however, the connection seems intack when I measured by ohm-meter. How can that be? I have 2 questions:

1). Does Kia have somekind protection set in the line between the fuse and pump so that when the engine is off, it shows connection and when the ignition is "on" it shut it off when some unusual is detected?

2). Why the voltage I detected on the relay out-put side is keeping "on" when the key is turned to and stayed "on", instead of only lasting 2-seconds?

Any help will be greatly appreciated.

power is only sent to the pump for 2-5 seconds when the key is on to build pressure so when u start your vechile it has fuel to the engine have u ever changed your fuelfilter on this vechile cause that causes hard starts and can burn up the pump and when it gets hot it will shut off
