I guess an answer could be, Bad fuel pumps don't create pressure?

If the filter's replaced during routine maintenance, the system
should be functional and might well be holding residual pressure. By starting the engine, and then disconnecting the fuel pump connector, fuel pressure would be depleted to low enough to safely remove the filter.
Once the engine stalls, simply turn the key off, and then replace the filter.
Reconnect the fuel pump connector. Cycle the key on and then off, a couple of times to build up the system pressure again, and then the vehicle should restart. Once the engine has run the system will purge the air and will restart normally after that.
