Jeep windshield wipers

My jeep wipers do not have delay function. Only have slow and fast speed. Have changed the multi. switch (wiper, turn signal, etc.). This did not correct problem. Also wipers do not go to down position when wipers turned off. Stay in position that they were turned off.
