2001 Dodge ram 318ci low power

I have a dodge ram 1500 4x4 with a 318ci its numm. I was looking into a chip or exhaust, or both. Its so bad on power I don't even like to use the cruise, and has ben that way since it was new. Anybody had issues like that. whats the best way to go? 8)
